Position Description: CGI Federal is seeking a highly capable
Team Lead for Financial Management System Requirements Support to
oversee financial business process analysis, requirements intake,
governance, and prioritization for a Financial Management
Directorate within an Agency in the Intelligence Community. This
role is essential to ensuring that financial system improvements,
enhancements, and modernization efforts are grounded in clearly
defined, well governed, and mission aligned business requirements.
The ideal candidate excels at cross functional collaboration,
requirements engineering, business process mapping, and stakeholder
engagement across diverse mission and financial communities. This
position is located in Springfield, VA. Your future duties and
responsibilities: Business Process Analysis & Documentation . Lead
development of a complete list of the Agency's current financial
management system–related business processes . Analyze, document,
and deconflict financial business processes to identify
redundancies, gaps, and areas for modernization . Maintain and
update a centralized FM Business Process Repository Requirements
Elicitation & Traceability . Conduct stakeholder interviews,
workshops, and detailed analysis to identify and document system
requirements (data inputs, outputs, process interactions, and
dependencies). . Identify business challenges and develop
recommendations for process improvements within existing financial
system capabilities. . Ensure all requirements are captured,
assessed, and traceable throughout the governance lifecycle.
Financial Management Governance & Prioritization . Manage the
Agency's FM governance process, ensuring requests are properly
assessed, validated, and prioritized before being assigned to
system owners or development teams. . Monitor the end to end
progression of requirements through the governance pipeline,
ensuring transparency and timely updates to stakeholders. .
Coordinate with stakeholders to prepare and refine lean business
cases that articulate value, impact, and alignment with Agency
financial priorities. Requirements Tracking & Reporting . Load and
track all projects, enhancements, and requirements in the Agency's
enterprise JIRA environment. . Maintain accurate, up to date status
reports and communicate changes, risks, and dependencies to
leadership. . Support preparation of documentation required for
governance reviews, funding decisions, or technical implementation.
Stakeholder Coordination & Communication . Work across mission
directorates, finance offices, system owners, and technical teams
to ensure requirements are well understood and executable. . Engage
leaders across the Agency to ensure that process and system
improvements align with strategic objectives and use Required
qualifications to be successful in this role: . 10 years experience
with IC or Federal Financial systems and processes Active Top
Secret/SCI with ability to obtain and maintain a CI Poly .
Experience in corporate treasury, banking, or financial operations
. Knowledge of cash management, financial risk, liquidity planning,
and federal financial systems . Bachelor's degree in Accounting,
Finance, or Economics Desired qualifications/non-essential skills
required: . Lean Six Sigma Certification, Certified Business
Process Professional (CBPP), Certified Lean Practitioner .
Experience performing complex business process reengineering within
federal or IC environments . Experience with JIRA or similar
requirements tracking tools . Background supporting financial
system enhancements, UAT coordination, or business case development
. Familiarity with federal financial management regulations and IC
governance structures CGI is required by law in some jurisdictions
to include a reasonable estimate of the compensation range for this
role. The determination of this range includes various factors not
limited to skill set, level, experience, relevant training, and
licensure and certifications. To support the ability to reward for
merit-based performance, CGI typically does not hire individuals at
or near the top of the range for their role. Compensation decisions
are dependent on the facts and circumstances of each case. A
reasonable estimate of the current range for this role in the U.S.
is $100,800.00 - $218,200.00. CGI Federal's benefits are offered to
