District Edinburg Residency is seeking a highly qualified Senior
Permits Specialist to review, inspect and process new street
additions and county bond projects and additions into the State
Secondary System as well as review, approve, process, issue and
inspect work activities under permit, i.e. private and commercial
entrance permits, utility permits and land use permits, to ensure
compliance with agency standards and specifications and to ensure
safety of the traveling public where permit work is taking place.
As the qualified candidate you will: • Provide Technical Assistance
- Address questions, policies and procedures related to assigned
program area. Provide support to field personnel. Provide guidance
related to VDOT policy and standards. • Review site plans, special
use permits, rezoning requests and land divisions - Check plats for
administrative approval by county planning. Conduct onsite field
review with owner or owner's agents. Communicate with citizens,
public officials, state employees and business representatives •
Perform Records Maintenance - Compile and maintain automated and
written reports and project records for assigned program areas. •
Perform Field Reviews and Inspections - Review or inspect field
work being performed by VDOT staff or contractors. • Review and
inspect new subdivision streets - Perform final inspection and
handle assemblies for acceptance of streets into state system and
submit completed package to Central Office for processing. Plan and
coordinate phase inspections during construction and post
installation inspections. Review, approve, and process abandonments
and discontinuances. • Create and Maintain Project Documentation -
Document, enter and complete required data such as work orders,
schedules or records. • Issue Land Use Permits - Issue and process
permit applications for work within VDOT right of way. Minimum
Qualifications • Ability to read and interpret site plans, road
construction plans, property plats, utility plans and sketches. •
Considerable knowledge of highway construction and roadway
maintenance procedures. • Considerable knowledge of land use
permitting processes and procedures. • Ability to interpret VDOT
Road and Bridge standards and spec, VA Work Area Protection manual,
Access Management and Land Use Permit Regulations, and Subdivision
Street Requirements. • Skill in the use of computers and web-based
applications. • Ability to obtain necessary materials
certifications needed with first 12 months of employment. • Ability
to obtain Class A CDL within 11 months of hire. Additional
Considerations • Possess certifications in - Soils and Aggregate,
Asphalt Concrete, Hydraulic Cement Concrete, Pavement Markings,
Nuclear Safety and Erosion and Sediment control. • Experience in
roadway construction and maintenance activities. • Experience
working with MUTCD, Virginia Work Area Protection Manual, Road
Design Manual, VDOT Road and Bridge Standards and Specifications,
Access Management Regulations and Land Use Manual. • A combination
of training, experience, or education in Civil Engineering, or
related field desired. • Class A CDL with appropriate endorsements

obtain their CDL within 11 months of their hire date. You cannot
operate commercial motor vehicles prior to receiving the necessary
licensure and medical certification. Effective February 7, 2022,
new Federal Motor Carrier Safety Administration (FMCSA) regulations
require entry-level drivers (drivers who are seeking to take the
skills test in order to obtain a CDL for the first time, upgrade
their CDL to a Class A from a Class B, or take the knowledge test
to obtain a hazardous materials endorsement for the first time) to
complete FMCSA- approved Entry-Level Driving (ELD) Training before
the Department of Motor Vehicles can grant the requested CDL or
endorsement. The course is comprised of 160 hours, on average, of
